I have a particular problem of my phone displaying the same message whenever it boots, i don't know why

the phone boots up, then after one minute I Receive a message, this happens every time I switch the phone off and on

For such messages you will have to either install them or delete them completely that's when they will stop appearing. It means your network sent you the configuration messages when you either changed a sim card or requested for them but you didn't use them

i have installed them but it doesn't seem to make a difference

First delete all your saved APNs, then reboot and install the ones that will pop-up.
